1. The Tribunal is vested with the power of a civil court and it can enforce attendance of any person and examine him on oath , compel the production of documents , issue commissions for examination of witnesses , and such inquiry and investigations are deemed to be judicial proceedings within the meaning of Sections 193 and 228 of the Indian Penal Code 1860 .
